Unstable land. Over the years, soil investigations have been done on the property at the end of Vincent, and have been determined not developable. These investigations have shown the soil to be of too poor a quality to provide a reliable foundation for buildings. In order to support the weight of construction, extremely targeted site placement and deep pilings are mandatory. This physical constraint has proven a primary reason why the land has not been developed to date. Eight years ago, a group of people proposed building a co-housing development at the end of Vincent. After exploring the soil conditions, and learning of the cost of addressing the problems in building on the soil, they abandoned the project. The same was true for another developer in 2001 and another in 2004, and another in 2006. Zoning. To develop the Vincent land, a number of variances would need to be granted, including vacating the dead-end streets (taking them off the map permanently as possible future streets). There are also problems with the lack of room for firetruck access and turn-around, and the inability to meet setback codes. |
