at the Anwatin Woods Site

An Overview

MPCA Involvement at Anwatin Woods

The MPCA provided funding to conduct a Phase I Environmental Site Assessment (Phase I ESA) and a Phase II Environmental Site Assessment (Phase II ESA) of the Anwatin Woods site, located at Vincent and Xerxes Avenues south of Chestnut Avenue in Minneapolis (the Site). The MPCA contracted STS Consultants (STS) to perform the assessments. The Phase I ESA is primarily a review of records and

a visual inspection of the Site to identify potential environmental concerns. The Phase II ESA involves the collection of environmental samples for laboratory chemical analysis. At the request of the MPCA, the Friends of the Birch Pond Watershed (FBPW) enrolled the Site in the MPCA Voluntary Investigation and Cleanup (VIC) program to obtain technical review and oversight of the environmental work

Results of Phase II ESA and Proposed Response Action Plan (RAP)

The results of the Phase II ESA showed that the fill material on the Site consists primarily of concrete, bricks, timbers, and asphalt, with some ash, glass, and metal scrap. The primary environmental concern identified through sample testing was the presence of asbestos in the fill, which requires special handling and disposal. Many other chemicals were identified in the samples submitted for laboratory chemical analysis, but the chemical concentrations were generally below levels of concern. The RAP, which remains a draft at this time, lays

out the actions necessary to remove fill from the Site in an environmentally safe and responsible manner. The RAP is very general because the specific site layout and final redevelopment plan have yet to be agreed upon. The MPCA VIC program can, if requested, provide a Conceptual RAP Approval letter for the RAP as it exists at this time. When a final site plan is approved by the future owners and/or users of the Site, this RAP can be updated with more detail and resubmitted to the MPCA VIC Program for final approval and implementation.

Environmental Liability Assurance Letters

Parties with an ownership interest in the Site can enroll in the VIC program and receive environmental liability assurance letters (assuming eligibility) for actions proposed to be taken at the Site.
